Why are Executive Secretaries not included in the agreement?
After the settlement of 2020 pay equity maintenance complaints for job category 413 Day Care Service Technician and job category 406 School or Centre Secretary, we received some comments about job category 120 Executive Secretary perhaps being forgotten in the work carried out. First of all, you should know that the two job categories (120 and 406) came before the settlement of complaints in the same salary ranking.
In order to answer the question, you need to understand that all the job categories represented by the FPSS-CSQ have been subjected to in-depth and rigorous analysis as part of our work on 2010 pay equity maintenance complaints. The job evaluation system was used for each analysis based on the duties and responsibilities that had changed during the 2010 pay equity maintenance period, that is between November 22, 2001, and December 19, 2010. The changes had either been identified as changes in the Classification Plan carried out in 2006, or with surveys that were carried out at the time.

INITIAL PAY EQUITY (results of the new rankings announced on August 28, 2006)
During the initial pay equity exercise, the predominantly female category 120 Executive Secretary included the following jobs:

The job category of Executive Secretary, which includes Management Secretaries, received a 5.29% salary adjustment at the time. Category 406 School or Centre Secretary did not get any adjustments during this initial pay equity work.
2010 MAINTENANCE (April 18, 2011, results)
During the 2010 pay equity exercise, category 120 Secretary Class 1 included the following jobs:

The jobs in the health and social services sector were removed and transferred to the new 1506 Administrative Agent Class 1 job category.
The three job categories (120, 406 and 1506) received no 2010 pay equity maintenance adjustment.
2015 MAINTENANCE (March 20, 2016, results)
During the 2015 pay equity maintenance exercise, the Secretary Class 1 job category included the following jobs:

Jobs in the health and social services sector were removed from the job category and transferred to the new job category 1506 Administrative Agent class 1.
2010 PAY EQUITY MAINTENANCE COMPLAINTS AGREEMENT
As a reminder, here are the two job categories affected by the 2010 pay equity maintenance agreement of June 8, 2021:
- School or Centre Secretary increases from rank 9 to rank 10.
- Day Care Service Technician increases from rank 13 to rank 14.
An agreement on the Administration Technician category is also a possibility, but this must be settled in the health sector where most of these jobs are.
The agreement also stipulates the requirement of an agreement among the certified associations representing these job categories. Within 90 days of the signing of this agreement, they must agree on the evaluation ratings that support the new rankings of categories 406 and 419. It is at this point that we will take into account the changes that have occurred in the two job categories (406 and 419).
Rest assured that the FPSS-CSQ will continue its representation for cases related to 2015 and 2020 pay equity maintenance for all the job categories it represents. We are already working on these cases. The FPSS-CSQ is committed to ensuring that the rights of the employees it represents are respected and will do everything necessary to ensure that 2015 pay equity complaints and upcoming 2020 complaints are dealt with adequately in order to get fair recognition of the value of the work we accomplish.
For a better understanding of the distinction between the “Executive Secretary” and “School or Centre Secretary” job categories, we refer you to the Classification Plan. Although some duties are similar, others have been added to the “School or Centre Secretary” job category. These are the new duties which will be taken into account in the assessment, and which will enhance the value of the categories.
The job evaluation system with 17 sub-factors and the elements of interpretation of the Treasury Board’s pay equity program for all employees in the health and social services and education represented by accredited associations, as well as non-unionized employees belonging to the same job categories is published in this document.
2015 MAINTENANCE
We are still working on the 2015 pay equity maintenance exercise! The Classification Plan serves as the basis for job evaluation. Even if the Classification Plan hasn’t changed, it doesn’t mean you haven’t been given new responsibilities. If you believe that your job as an “Executive Secretary” has evolved over the years and that new responsibilities have been added to your job, it is important to follow up on this with your union president so that the people responsible for the file at the Federation can analyze everything. You will need to document the changes that have occurred, and when they occurred. An analysis of this information will be carried out and we will contact you if necessary.
2020 MAINTENANCE
We are also collecting new information regarding the maintenance of pay equity for 2020. The Federation administered a survey that ended on May 31, 2021. We have reactivated it for management secretaries until March 16, 2022 We are currently analyzing the responses.
